Multinational Joint Headquarters Ulm

The Multinational Joint Headquarters Ulm is a Joint Support and Enabling Service activity located in Ulm. It provides personnel and material for the planning and command and control of multinational missions of European Union and NATO forces, including humanitarian relief, peacekeeping, and combat operations.

Mission

The Multinational Joint Headquarters Ulm is ready to provide the personnel and material required for establishing and running an operational headquarters at very short notice. Upon activation of an EU Battlegroup, the Multinational Joint Headquarters Ulm can be employed as an Operation Headquarters at the military strategic level or as a Force Headquarters at the operational level. As an Operation Headquarters, the Multinational Joint Headquarters Ulm reports directly to the Political and Security Committee of the European Union. In this role, its primary task is to translate political concepts into military directives and missions, develop an overall military concept in accordance with the political requirements, and to identify the required force package. When activated, the Operation Headquarters is established in Potsdam, and in command and control of reinforcement forces from other EU nations.
When acting as a Force Headquarters at the operational level, the Multinational Joint Headquarters Ulm translates strategic and politico-military requirements into specific orders and plans for the employed forces. In this role, it has command authority over up to 60,000 troops. The Force Headquarters exercises command and control from a mobile command post located in or near the theatre of operations. 
Following the decision of the NATO Defence Ministers in June 2018 to build up a new headquarters located in Germany, the Joint Support and Enabling Command has been established in Ulm. The NATO headquarters will not only be responsible for ensuring logistic support, but also for exercise and training activities, command and control tasks, and force protection.
