In the Quadriga 2025 exercise series, the Bundeswehr, together with armed forces from 13 further countries, is conducting training in defending the Baltic Sea Region in times of crisis and war. During the core exercise period from August to September 2025, around 8,000 German military personnel from the Navy, Army, Air Force, Cyber and Information Domain Service, and the Bundeswehr Joint Support Command will participate in several large-scale exercises in Germany, Lithuania and Finland as well as in the Baltic Sea.
The core objective of the exercise series is to contribute to whole-of-government deterrence and to increase the operational readiness of the Bundeswehr, of which logistic support for Army forces is an integral part. Hence, training will be conducted that features the deployment by sea, land or air of forces and equipment to Lithuania to provide NATONorth Atlantic Treaty Organization partners with direct multinational support in defending the Alliance’s eastern flank (Grand Eagle exercise). The focus will be on transport – e.g. by road, rail or sea – (Brave Blue exercise), on the provision of fuel (Safety Fuel exercise) and drinking water in Lithuania, and on the protection of the required defence-critical infrastructure in the land, air, maritime and cyberspace domains.
The spectrum covered by the planned exercises will also include naval mine countermeasures and protection against the adversary’s multi-domain threat, be it at the surface, underwater or from the air (Northern Coasts exercise). During these exercises, the Navy will receive Air Force support (Air Mag Day exercise). Moreover, civil authorities and police forces will be involved before the transport ships go to sea. This shows once again that the transport of personnel and equipment through Germany can be successfully accomplished only through a whole-of-government and whole-of-society approach.
A further focus of Quadriga 2025 will be on the provision of medical care at sea, including medical evacuation and cooperation with civilian healthcare professionals ashore (Role2Sea exercise). The aim is to ensure a seamless medical evacuation chain from sea to shore under challenging conditions.
Counter-drone measures and the use of new equipment procured for this purpose are firmly integrated in all phases of the Quadriga 2025 exercise series. At the same time, special operations forces from different NATONorth Atlantic Treaty Organization nations and the Bundeswehr will conduct training in the protection of defence-critical infrastructure in Finland (Silver Dagger exercise), as will the German Army’s homeland defence and security forces and the Navy’s reserve forces in Germany (National Guardian exercise). At the operational level, the Bundeswehr Joint Force Command, which was established on 1 April 2025, will have lead responsibility for the Quadriga 2025 exercise series.
Whereas training regarding Bundeswehr capabilities and interoperability with partner nations as part of the Quadriga exercise series concentrated mainly on the air (2023) and land domains (2024) in previous years, the focus in 2025 will be on the maritime domain. Hence, the German Navy has lead responsibility for organising the exercise, and it will pay particular attention to the maritime exercise parts Northern Coasts and Role2Sea. The German Navy Headquarters in Rostock has been assigned overall responsibility for Quadriga 2025.

The different exercise parts will take place in Germany, Lithuania, Finland and in the Baltic Sea. Participating units will be deployed by sea (Baltic Sea) with the help of the Navy – which will draw on international support from, among other nations, Denmark, Latvia, Lithuania, Poland and the USUnited States – as well as by land (through Poland) and by air.
In addition to Germany, Sweden, the USUnited States, the Netherlands, France, Finland, Denmark, Poland, Lithuania, Latvia, Estonia, Belgium, Canada and the UKUnited Kingdom will take part in Quadriga 2025.
Pleasure boat skippers in the Baltic Sea are requested to maintain sufficient distance from the seagoing units.
As part of the Grand Eagle exercise, which is to take place within the scope of the Quadriga 2025 exercise series, the German Army will deploy forces of 37 Armoured Brigade to NATONorth Atlantic Treaty Organization’s eastern flank in Lithuania. During these deployment activities, traffic restrictions may be put in place in the following regions and on the following days:

By staging the Quadriga 2025 exercise series, Germany is showing its determination to defend Alliance territory in close cooperation with its Allies and partners. That is why training is carried out to enhance military capabilities such as force deployment and network-enabled operations involving armed forces from different nations. Quadriga 2025 will thus make a visible contribution to deterring Russia from realising its ambitions to challenge the European order. Hence, all scenarios in the exercise series are purely defensive in nature.
